Draft Environmental Impact Report
Bernal Property Phase II Specific Plan EIR

Park and Ride Facility. A park and ride area is proposed for sub-area 12, adjacent to the 1-
680 entrance at Bernal Avenue. Existing ambient noise levels in this area are high due to the
proximity to 1-680 and Bernal Avenue. Parking lot noise such as people accessing and
leaving the site, engines starting, conversations, and doors slamming would be anticipated.
The closest noise sensitive uses are residences, located several hundred feet or more to the
south of the proposed location of the lot. Noise levels and characteristics generated at the
park and ride would not be out of context with the existing environment at the site and
would probably not be audible above the existing noise environment at nearby noise
sensitive uses.

Agriculture. The majority of agricultural uses, such as the growth of crops, would not
typically generate noise. However, it is possible that farm animals could be raised in sub.
area 7, which might introduce noise depending on the use. Grazing animals such as cows
or goats would be relatively quiet, while roosters produce noise that could be disturbing at
nearby uses. Noise would also be generated during the maintenance of these uses. Sub-
area 7 is located immediately northwest of the UPRR and northeast of 1-680, with the closest
noise sensitive uses (residences) located east of sub-area 7, across the UPRR line. These
residences are currently exposed to high noise levels generated by a combination of 1-680
traffic noise, which is not shielded in this area, and very-loud train pass by events, which
occur several times per day. Due to the existing noise environment, agricultural activities
proposed for sub-area 7 are not anticipated to be audible at these residences. Sub.area 16,
which is directly adjacent to residences (currently under construction), would contain crops
only. Agricultural equipment could potentially impact adjacent homes, depending on the
time of day and equipment.

Child Care Facility. A child-care facility is proposed adjacent to existing residences (sub-area
5). Indoor uses are not anticipated to be audible at nearby uses and outdoor playground
activities are expected to be limited to daytime hours and (depending on the proposed use).
Average noise levels would not be anticipated to increase substantially with the facility.
However, playground activities would generate maximum noise levels that could be
disturbing to nearby residents. Maximum noise levels generated by children screaming are
typically 70 to 75 dBA at a distance of 50 feet. Depending on the final layout and use of the
facility, noise impacts could occur without additional mitigation built into the design.

Indoor Facilities. The project suggests the potential development of several indoor facilities,
including a cultural arts center, an environmental education center, educational facilities,
and a youth/community center. Noise generated inside of these facilities would be
attenuated through the building facades. Other than traffic noise generated as people
access these facilities (as discussed previously), indoor uses are not typically considered to
generate adverse noise impacts. In addition, outside of the child care facility, none of these
proposed facilities are located adjacent to existing noise sensitive uses and noise generated
inside these facilities is not anticipated to be audible at these noise sensitive areas.

110
