Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
J. Noise

Mitigation Measures Built Into the Specific Plan

The following site planning and noise attenuation measures have been included in the
Specific Plan to use when planning noise-generating uses adjacent to existing noise
sensitive uses such as residences.

.

Reasonable regulation of hours for noise generating activities should be maintained.

The child care facility (sub-area 5) should be designed so as to reduce noise impacts
at adjacent residences. Prior to construction of the child care facility, an acoustical
study should be conducted by a qualified acoustical consultant to ensure that noise
levels do not result in significant noise increases at adjacent uses.

All agriculture equipment located within 200 feet of noise sensitive uses (such as
residences) should be limited to between the hours of 8:00 am and 8:00 pm daily,
except Sundays and holidays, when activities are limited to between 10:00 am and
6:00 pm. All stationary maintenance equipment should be located as far as
reasonable from adjacent noise sensitive uses.

.

.

With incorporation of these measures, impacts relating to project generated noise occurring
at existing sensitive development would be reduced to the less-than-significant level.

(4) Construction Noise

Environmental Issues

During build out of the Plan area, construction noise would cause localized short-term
impacts. Since these impacts would be short-term and vary considerably day-to-day, they
are evaluated somewhat differently than operational impacts. When construction activities
are predicted to cause prolonged interference (greater than one construction season) with
normal outdoor activities in noise-sensitive areas and exceed ambient noise levels by 5 dBA
Leq or more, the impact would be considered significant.

Project construction would take place in phases lasting over several construction seasons,
but would not take place adjacent to any particular noise sensitive area for this entire period.
The majority of construction would take place in sub-area 2, which includes the Bernal
Community Park, sports and recreation centers, and the cultural arts center, and for the
extension and development of project roadways. Most construction would take place 200
feet or farther from noise sensitive land uses. The highest noise levels would be generated
during the grading of the site, with lower noise levels generated during building
construction. Construction noise associated with the agricultural and open space areas
would include possible grading and clearance of existing foliage, and the erection of small
structures (such as the Environmental Education Center).

Construction activity would be subject to the City's Noise Ordinance that limits construction
hours and establishes maximum construction noise limits. Due to the large distances
between noise sensitive areas and most project construction and the high existing noise
levels generated by traffic and railroad noise in the area, construction noise is not

III
