Draft Environmental Impact Report
Bernal Property Phase II Specific Plan EI R

anticipated to result in significant noise impacts. However, noise levels could temporarily
be annoying depending upon proximity to existing residences.

Mitigation Measures Built Into the Specific plan

The following measures have been included in the Specific Plan to offset temporary noise
impacts from construction.

. Construction equipment should be well-maintained and used judiciously to be as
quiet as practical, including:

o All internal combustion engine-driven equipment should be equipped with
muffiers that are in good condition and appropriate for the equipment.

o "Quiet" models of air compressors and other stationary noise sources should be
utilized where technology exists.

o Stationary noise-generating equipment should be located as far as possible from
sensitive receptors when sensitive receptors adjoin or are near a construction
project area. The noise level at any point outside of the property plane of the
project shall not exceed 86 dBA (Code ~ 9.04.100 B)

o Unnecessary idling of internal combustion engine should be prohibited.

. In accordance with the noise ordinance (Code ~ 9.04.100), all construction activities
shall be limited to between the hours of 8:00 am and 8:00 pm daily, except Sundays
and holidays, when construction activities are limited to between 10:00 am and 6:00
pm.

. A "construction liaison" should be designated who would be responsible for res-
ponding to any local complaints about construction noise. The liaison would
determine the cause of the noise complaints (e.g., starting too early, bad muffier,
etc.) and institute reasonable measures to correct the problem. Conspicuously post
a telephone number for the liaison at the construction site.

With incorporation of these measures, impacts relating to noise during construction would
be reduced to the less-than-significant level.

d. Mitigation Measures

No significant effects related to noise have been identified; therefore, no mitigations are
needed.

112
