Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
K. Open Space

1. Framework for Analysis

This section evaluates the impact of the proposed project based on the City of Pleasanton's
criteria for the protection of open space. These criteria are drawn from the City's most
recent published guidelines in the General Plan. Note that agriculture aspects of open
space are addressed in Chapter 4, Part B (Agricultural Resources) and recreation aspects in
Chapter 4, Part N (Parks and Recreation).

2. Setting

Pleasanton's remaining large and continuous areas of open space are designated for
protection under the City's General Plan of 1996 as shown on the General Plan Map.
Designated open space areas include generally undeveloped land in the sand and gravel
quarry areas, in the Vineyard Corridor area, in the Southeast Hills, and on Pleasanton Ridge.

The General Plan Conservation and Open Space Element defines four categories of open
space as follows:

. Parks and Recreation

This is land designated for public parks and recreation (see Chapter 4, Section N).

. Agriculture and Crazing

Pleasanton's open space designated for agriculture and grazing includes cultivated
lands for production primarily of grapes and alfalfa and grazing lands.

. Public Health and Safety

This open space designation reflects natural constraints on development including
underlying landslide deposits and soil and seismic instability. Lands in those areas are
subject to development controls appropriate to such constraints.

. Wildlands Overlay

Areas of Pleasanton in the south and west include land carrying the Wildlands Overlay.
These areas contain valuable habitats and biotic communities. Wildlands also function
as subregional corridors for the movement of wildlife between major open space areas.

Table 10 summarizes Pleasanton's existing open space resources that are protected under
the General Plan.

Table 10
Pleasanton General Plan Designated Open Space

Type of
Open Space
Acres

Parks and
Recreation
5,429

Agriculture
and Grazing
11 ,375

Public Health
and Safety
15,693

Wildlands
Overlay
13,554

Total
46,051

Source: City of PJeasanton, General Plan, 1996

113
