Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

3. Key Project Characteristics, Impacts, and Mitigation Measures

a. Key Project Characteristics

The Bernal Specific Plan Phase II site would be devoted to recreational, institutional, public,
and open space uses as described in the Specific Plan (see Chapter 2 ofthis EIR and the use
descriptions in Appendix B).

(1) Recreation Uses

A significant amount of the space proposed for development under the Phase II Specific
Plan wou ld be devoted to recreation.

The Land Use Element of the Phase I Specific Plan directs that the Phase II Specific Plan
include a community park, "the components of [which] must be determined through a
public master planning process." This process has resulted in the Bernal Community Park
Master Plan. The Land Use Element of the Phase 11 Specific Plan (Parks Policy 2, p. 19) calls
for the Plan to "accommodate an approximately 50-acre community park within the Central
Area, designed primarily for active use, including lighted Sports fields": The recreational
uses proposed under the Master Plan are identified in the Specific Plan Illustrated Site Plan
(Figure 5, p. 13).

Other areas of the Phase II Specific Plan may also be developed into recreational uses. For
example, the Special Use Park proposed for the northeastern corner of sub-area 10 responds
to Parks Policy 1 of the Phase II Land Use Element (p. 19): "Provide a Neighborhood
Special Use Park in the Eastern Area to meet the neighborhood recreational needs of the
adjacent Phase I area residents."

Finally, the open space component of the Specific Plan would also accommodate some
recreation uses with dedicated facilities (such as marked trails) or areas within which
informal recreation would simply happen as people gather there.

(2) Open Space

Open space is the largest single use category proposed for the Phase II Specific Plan area.
As noted in Chapter 2 (see Table 2),100 or more acres of the 300+ acre site will be in open
space uses. The Grand Meadow (see the Grand Park Element of the Specific Plan) will
represent one-third or more of the 318-acre Specific Plan site. Other uses also fall into
Pleasanton's open space categories: agriculture, which could include community gardens,
an agriculture club, and/or similar uses; stream, riparian, and wetland areas; and a potential
Native American history reflective area.

(3) Other Uses

The Specific Plan may also accommodate some civic and institutional uses. The fire station
and elementary school have already been constructed on Phase II sites as directed by the
Phase I Specific Plan. Examples of other possible public uses that could potentially be

114
