3) Estimate background traffic

4) Add project traffic to future
scenarios

5) Estimate intersection
impacts

6) Identify mitigation measures

Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
O. Transportation and Traffic

Because of the character of the project - many of the uses
are targeted specifically to Pleasanton residents - model
results were adjusted to reflect higher local use (and lower
regional use) of the facility than is normally expected of
conventional commercial and employment uses.

The Synchr044 model was used to determine peak hour
traffic conditions at the 48 intersections at which the proj-
ect may affect traffic. The model was used to generate data
files representing traffic movements at those 48 intersec-
tions under two future scenarios without the project:

. APPROVED DEVELOPMENT WITHOUT PROJECT and

. CUMULATIVE DEVELOPMENT WITHOUT PROJECT.

Project traffic was added to the Synchro model traffic to
create two future with-project scenarios:
. APPROVED DEVELOPMENT WITH PROJECT and
. CUMULATIVE DEVELOPMENT WITH PROJECT.

Intersection operation is characterized by levels of service
(LOS) expressed in terms of vehicle delay, ranging from A
(none to negligible delay) to F (excessive delay).

Pleasanton uses Highway Capacity Manual (HCM) meth-
odologies to calculate average delay at unsignalized and
signalized intersections

For intersections calculated to have operations more con-
gested than LOS D, determine what measures would
improve operations to LOS D or better.

Appendix F presents a description of the modeling inputs and procedures, together with
other transportation background information, including a series of figures showing
intersection turning movement volumes for each of the analysis scenarios.

2. Setting

The Bernal Property Phase II Specific Plan area (the "Plan" or the "project") is comprised of
318 acres in three areas - Western, Central, and Eastern - separated from one another by
strong physical boundaries including 1-680 separating the Western and Central Areas, and
the Union Pacific Railroad right-of-way separating the Central and Eastern Areas.

44 The Synchro model complements the Pleasanton Traffic Model by translating model.projected travel
patterns into assessments of intersection congestion A through F.

129
