Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
O. Transportation and Traffic

Impacts on transportation/traffic would be significant:

(1) [If the project would] cause an increase in traffic, which is substantial in relation to
the existing traffic load and capacity of the street system (i.e., result in a substan-
tial increase in either the number of vehicle trips, the volume to capacity ratio on
roads, or congestion at intersections).

The City of Pleasanton has established that a significant impact will occur when
the project causes an intersection to operate at level of service D or worse during
the peak hour. The City's 1996 General Plan includes a policy that states a project
impact is considered significant if it adds one or more trips to locations already
operating at LOS E or F. Under certain conditions, the City of Pleasanton does
not apply the LOS D criterion, but accepts by policy a lower standard of service.
This condition applies directly to those intersections located within the boundary
of the Downtown Specific Plan. Relative to the list of analysis intersections, the
following locations would be subject to this policy.

o Bernal @ Case 0 Main @ 51. Therefore, no CMA analysis is required.

The City of Pleasanton as part of its 1996 General Plan Circulation Element has
established recommended desirable levels of service volumes for the various
classifications of roadway that serve the City. While not a specific LOS criterion it
is being used in this ErR to address those locations where the background plus
project traffic results in undesirable conditions.

(3) [If the project would] substantially increase hazards due to a design feature (e.g.,
sharp curves or dangerous intersections) or incompatible uses (e.g., farm
equipment).

(4) [If the project would] result in inadequate emergency access.

(5) [If the project would] result in inadequate parking capacity.

(6) [If the project would] conflict with adopted policies, plans, or programs support-
ing alternative transportation (e.g., bus turnouts, bicycle racks).

139
