Impacts <br /> <br />(1) Traffic Volumes Generated by the Project in Excess of Level of Service Standards <br /> <br />As noted above in the description of the project setting, those intersections projected to <br />operate at unsatisfactory levels of service (LOS E or LOS F) under future conditions without <br />the project would continue to operate at the same projected unsatisfactory service levels <br />with the project. <br /> <br />As shown in the tables presented in Appendix F, Part 11, the project represents a minority of <br />the increases in traffic projected for those intersections. The impact of the Phase II Specific <br />Plan on congestion at those intersections would not be a project impact; rather, it would <br />contribute to an unsatisfactory cumulative condition that would exist even without the project. <br /> <br />Approved+Project Scenario <br /> <br />The development of the Phase 11 Bernal Property would result in some significant impacts at <br />some of the analysis intersections.
