As uses are selected and
the PUD planning process is implemented, a more detailed assessment can be conducted
to assure that individual projects comply with City of Pleasanton roadway and intersection
standards and design. The following measures have been included in the Specific Plan
Transportation Element to reduce the likelihood of creating hazardous circulation
conditions:

. The access to the park-and-ride lot should be located to ensure that there are
adequate vehicle storage lane lengths for all of the northbound travel lanes on West
Lagoon Road at Bernal Avenue.

. The spacing of the proposed roundabouts along Pleasanton Avenue between Bernal
Avenue and Valley Avenue should be adequate to insure no impacts between adja-
cent intersections. In addition, the distance between Bernal Avenue and the first
roundabout to the south should be adequate to meet the northbound travel lane
requirements at Bernal Avenue.

With incorporation of these measures, impacts relating to hazards would be reduced to the
less-than-significant level.

(4) Inadequate Emergency Access

The conceptual site plan for the project includes designated locations for types of potential
uses and a generalized circulation system for access and egress. At this time, no provisions
for emergency vehicle access (EVA) are noted in the site plan.

The following measures have been included in the Specific Plan Transportation Element to
reduce the likelihood of creating hazardous circulation conditions:

. It recommended that as part of the final site plan design, emergency vehicle access
be considered. Providing emergency vehicle access (EVA) facilities between the basic
circulation system and individual recreational facilities is recommended. Specific
consideration should be given to the access to sports fields and stadiums (baseball,
soccer, and football/ lacrosse), the potential cultural arts center, and the potential
youth/community center.

142
