Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
O. Transportation and Traffic

. Some provision for emergency vehicle access (EVA) to the open spaces and other
publicly-accessible areas should be provided.

With incorporation of these measures, impacts relating to emergency vehicle access would
be reduced to the less-than-significant level.

(5) Inadequate Parking Capacity

Given the preliminary status of the site plan, the parking allocations cited for the plan appear
reasonable.

The following measures have been included in the Specific Plan Transportation Element to
reduce the occurrence of periodic severe parking shortages:

. When PUD development plans proceed for uses that would be major trip attractors,
estimates for the average number of people per vehicle should be used to refine the
proposed parking supply for each such use.

. Special events should be scheduled so that no more than one such event occurs at
any given time.

. The parking supply should be managed so as to avoid shared use parking except
under special and specific conditions.

With incorporation of these measures, impacts relating to parking adequacy would be
reduced to the less-than-significant level.

(6) Conflict with Transportation Policies, Plans, or Programs Supporting
Non-automobile Travel

The Specific Plan and the BCP Master Plan will be developed consistent with the City of
Pleasanton roadway and intersection standards. A conceptual plan for non-auto circulation
is included in the Specific Plan (see Figure 22). Locations for bus turnouts have been
provisionally designated.

The following measures, integrating Pleasanton General Plan policies and design guidelines
established by the Alameda County CMA for mitigation of vehicular traffic impacts, have
been included in the Specific Plan Transportation Element to support non-automobile travel:

. As part of the final site plan design, the City shall coordinate with the Livermore
Amador Valley Transit Authority (LAVTA) to establish a policy to revise current transit
routes to better serve the site. As part of this coordination, provision and placement
of bus stops should be included to serve major destinations within the site, including
the sports fields and stadiums (baseball, soccer, and football/ lacrosse), the potential
cultural arts center, and the potential youth/community center. In addition, bus
stops should be located near trailheads or major access points to trail and open
space areas.

143
