Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

. All transit stops should include bus shelters or benches, trash receptacles, and other
street furniture as appropriate.

. At the potential cultural arts center, the youth/community center, and other major
facilities, provide direct access to the on-site bicycle and pedestrian paths.

. Major facilities should include bike racks, bike parking, and bike storage lockers.

. All bicycle and pedestrian facilities should be ADA (Americans with Disabilities Act)
compliant.

. Local groups who use the sports fields, the potential cultural arts center and the
youth/community center should be encouraged to support carpooling and van pool-
ing to events within the site.

. Preferential parking for carpools and van pools should be provided.

With incorporation of these measures, impacts relating to support of non-automobile travel
would be reduced to the less-than-significant level.

d. Mitigation Measures

Measures built into the Specific Plan would reduce some potential impacts to the less-than-
significant level.

However, the impacts under criteria 1 and 2 that relate to peak hour level of service condi-
tions and exceedances of Pleasanton LOS roadway capacity standards are significant and
require mitigation. Such mitigation requires both (a) physical improvements to the
intersections and roadway system and (b) a program for financing and prioritizing those
improvements.

(1) Traffic Volumes Generated by the Project in Excess of Level of Service Standards
Physical Improvements Required

Mitigation measures identified below would reduce most of the impacts under Impact 01 to
less-than-significant levels. At those locations where mitigation measures are not feasible,
the impacts are considered significant and unavoidable.

Impact 01.

The project would contribute to unsatisfactory levels of service at 25
intersections under the approved + project scenario.

Measure 01 a.

The following intersection improvements are required to maintain LOS D
or better conditions under the approved + project scenario.

Interseaion
Bernal @ 1-680 SB

Improvement Post.mitigation Condition
Install new traffic signal. The 1996 General Plan LOS C (23.8)/LOS D
recommends a traffic signal at this intersection. (42.4) for the AM and
PM peak hour. LS

144
