Las Positas @ Muirwood

Improvement Post-mitigation Condition
The City has developed a partial design for this LOS C (33.1)/D (54.3)
intersection to add double westbound left turn for the AM and PM
lanes and triple southbound left turn lanes. (The peak hour.
City has not yet approved the southbound lanes.
The post-mitigation LOS assumes approval.)

Construct free westbound right turn lane. The
Ponderosa development is already conditioned
to construct this mitigation and it is in design.
After construction, LOS E (68.3) for the PM peak
hour. Convert the eastbound right turn lane into
an eastbound through-right turn lane. This miti-
gation requires widening east of the intersection.
Utilities were previously relocated to accommo-
date this widening.

Upgrade signal to allow for a westbound/north-
bound right turn overlap phase.

Install a new traffic signal (as recommended in
the General Plan). All delay is on the on-ramp.
The City may not want to mitigate this intersec-
tion as it operates to meter the gateway.

See discussion be/ow.

Install a new traffic signal (as recommended in
the General Plan).

Signalization would improve operation to satis-
factory LOS in the cumulative condition

Restrict east/west traffic to right turns out only
during the peak hour commute periods.

Install new traffic signal (as recommended in the
General Plan).

Two mitigation options are suggested:
Option 1: Install new traffic signal (as recom-
mended in the General Plan);
Option 2: Maintain the 4-way stop and widen
West Las Positas to 2 lanes in each direction.

LS

LOS D (41.6)/D (40.2)
for the AM and PM
peak hour.

LS

LOS B (l4.6)/D (39.0)
for the AM and PM
peak hour.

LS
LS

SU
LOS A (9.8)/A (9.7) for
the AM and PM peak
hour. LS
LOS D or better for the
AM and PM peak hour.
LS
LOS A (l.O)/A (1.7) for
the AM and PM peak
hour. LS
LOS C (25.2)/A (6.8)
for the AM and PM
peak hour.
Option J:
LOS B (ll.l)/A (9.7);
Option 2:
LOS D or better.

LS

LS

Of the 25 intersections identified under Impact OJ a, the mitigations described above would
adequately reduce the impacts at 23.

Significance Post-mitigation: less than significant.

146
