Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
O. Transportation and Traffic

At the two remaining intersections identified under Impact 01 a, mitigation measures avail-
able would not be adequate to meet standards:

. Bernal @ Valley: Restripe westbound right turn lane as through-right turn lane (no
widening required). Post-mitigation LOS D (47.1 )/E (75.9) for the AM and PM peak
hour. Opening the striped out third eastbound through lane would improve the PM
LOS to D (LS); however, this lane is currently striped out to constrain capacity at this
gateway.

. Valley @ Blackbird: Installing a new traffic signal would result in LOS D or better.
However, the LOS is E (38.8) during the PM peak hour if only stop controls are
provided. City staff recommends a signal under the cumulative condition and the
cumulative analysis (see 01 b) assumes signalization.

Significance Post-mitigation: significant and unavoidable.

Impact OJ b.

The project would contribute to unsatisfactory levels of service at 24
intersections under the cumulative + project scenario.

Measure 01 b.

The following intersection improvements are required to maintain LOS D
or better conditions under the cumulative + project scenario.

Intersection
Bernal @ 1-680 SB

Bernal @ Kottinger

Bernal @ Main

First @ Kottinger/Spring

First @ Ray / Vineyard

Foothill @ Canyon Way

Foothill @ Castlewood
Hacienda @ Owens

Improvement
See discussion below.

Install new traffic signal. The 1996 General Plan
recommends a traffic signal at this intersection.

Install new traffic signal.

The General Plan exempts this intersection from
the LOS D standard. Making Spring Street one-
way westbound would significantly reduce delay
at this intersection.

The General Plan exempts this intersection from
the LOS D standard. Providing permissive phas-
ing on the east and westbound approaches and
adding a second eastbound left turn would sig-
nificantly reduce delay at this intersection.

Remove westbound right turn island and permit
westbound through-right turn lane. Widen Foot-
hill to provide 4th northbound through lane.

Install traffic signal.

Provide SB/EB triple left turn lanes.

Post-mitigation Condition
su

LOS A (5.6)/LOS A
(6.7) for the AM and
PM peak hour. LS

LOS A (9.7)/B (10.3)
forthe AM and PM
peak hour. LS

LS

LS

LOS C (33.8)/D (47.2)
for the AM and PM
peak hour.
