Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
O. Transportation and Traffic

Intersection
Sunol @ junipero (cont'd.)

Impro.ement Post-mitigation Condition
Restripe westbound with double left turn lane LS
and a through-right turn lane. Widen Sunol to
provide third through lane.

Installing a new traffic signal would result in LOS
D or better.

LOS A (6.7)/A (6.3) for
the AM and PM peak
hour. LS

LOS A (1.9)/A (1.4) for
the AM and PM peak
hour. LS

Valley @ Blackbird

Valley @ KolI Center Pkwy (S)

Restrict east/west traffic to right turns out only
during the peak hour commute periods.

W. Las Positas @ Muirwood Either install new traffic signal or widen West Las LOS D or better.
Positas to 2 lanes in each direction. LS

Of the 24 intersections identified under Impact 01 b, the mitigations described above would
adequately reduce the impacts at 22.

Significance Post-mitigation: less than significant.

At the two remaining intersections identified under Impact 02, mitigation measures
available would not be adequate to meet standards.

. Bernal @ 1-680 SB: Install new traffic signal. Widen on-ramp to accept a double
westbound left turn lane. Post-mitigation LOS E (72.0)/D (36.5).

The AM LOS is D for all movements except the off-ramp right turn movement. Cap-
acity for that movement acts as a constrained gateway.

. Hopyard @ Owens: As recommended for the approved+project condition, construct
southbound right turn lane. Change the eastbound through-left turn lane into a
second left turn lane and provide permissive phasing on the east and west
approaches. Reconstruct the west median to provide a third eastbound left turn lane.
Reconstruct east median to provide second westbound right turn lane. Post-
mitigation LOS F for the AM and PM peak hour. No other reasonable mitigation
measures were found.

Significance Post-mitigation: significant and unavoidable.

financing and Prioritizing Improvements

The foregoing analysis indicates that the majority of Pleasanton's major intersections are
projected to operate at unsatisfactory levels with the future development the City has already
approved and/or anticipates in its General Plan. The project would contribute traffic to the
future operation of these intersections that will continue to operate at unsatisfactory LOS in
the absence of an effective improvement plan.

The mitigation of unsatisfactory levels of intersection operations, to the extent feasible and
desired, shall be accomplished through an update of the City's traffic impact fee program.

149
