Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

Measure Ole.

Update the City's traffic impact fee program to finance the improvements
needed to maintain satisfactory levels of service where feasible and
desired.

The program will establish the set of improvements to be addressed and the prioritization of
improvements. The financing program will be funded by contributions from future develop-
ment, both private and public, generating traffic to Pleasanton's network. The magnitude of
traffic improvement fees will be determined based on the estimated improvements costs
and the relative contributions of proposed projects to the anticipated overall need. The
traffic impact fees so generated will be used to pay for the improvements the program iden-
tified. City staff shall periodically update improvements priorities and implementation
schedules on an as-needed basis, and shall update contribution requirements consistent
with estimated costs ofimprovements not yet built.

Significance Post-mitigation:

For intersections at which physical
improvements have been identified that
would provide for satisfactory LOS:

For intersections at which no improve-
ments have been identified that could
feasibly mitigate cumulative conditions
to satisfactory LOS:

" Assuming:
c the updating of the traffic impact fee program
to plan and finance identified improvements
and
c the contribution ofthe Phase II Specific Plan
to its fare share of the improvements costs
the impact would be less than significant.

"The impact would be significant and unavoidable.

This finding applies to the following intersections
under the cumulative+project scenario:
Bernal @ 1-680 SB
Hopyard @ Owen

Impact 02.

Development under the Specific Plan would result in exceedances of
service criteria based on General Plan roadway capacity policies.

Measure 02.

The City shall:
" Add one additional travel lane in the impacted direction to the
segments identified in Impact 02 to insure that adequate capacity is
available to handle the projected traffic,
and
" Plan and finance the identified improvements through the update of
the traffic impact fee program as called for in Measure Olc.

150
