Draft Environmental Impact Report
Bernal Property Phase II Specific Plan

amusement and recreation services, parking, and botanical and zoological gardens generate
0.9 tons per employee per year at a waste density of90 pounds per cubic yard.

b. Significance Criteria

Significance criteria for the proposed project's impacts on Utilities and Service Systems are
drawn from CEQA Guidelines Appendix G (Items XVI (a) through (g)). Appendix G
significance criteria (c), (I), and (g) are applicable to the Phase II Specific Plan.

Because the 1997/2000 Phase I Bernal Property EIR addressed water supply and wastewater
treatment and disposal capacity for the entire Bernal Property (on the assumption of a fairly
intensive urban development program) and the currently proposed open space uses would
have lower water demand and lower wastewater generation, criteria (a), (b), (d), and (e)
relating respectively to exceedance of wastewater treatment requirements, exceedance of
water treatment capacity, exceedance of the identified water supply, and exceedance of
wastewater treatment capacity would not apply.

Impacts on utilities and service systems would be significant:

(1) [If the project] would require the construction of new storm water drainage
facilities or expansion of existing facilities, the construction of which could cause
significant environmental effects,

(2) [If the project] would not be served by a landfill with sufficient permitted capacity
to accommodate the project's solid waste disposal needs, and

(3) [If the project] would not comply with federal, state, and local statutes and regula-
tions related to solid waste.

Cities are required to provide recycling at all special events or venues that host
over 300 people.51

c. Impacts

(1) Impacts on Storm Drainage

The project's effects on stormwater runoff, including compliance with hydromodification
policies of the regional flood management agency, have been taken into consideration in the
design and provision of the two detention basins on the Phase II site (mapped in Figure 13,
p.57).

In addition, a one-acre pond may be provided in the Central Area as a water quality feature.

These facilities, properly operated, together with compliance with Countywide N PDES
Provision C.3, would assure that the project's impacts on storm drainage would be less than
significant.

51 Diaz, Jacqui, City of Pleasant on, email communication with Mundie & Associates, January 9,2006.

158
