City of Pleasanton
Bernal Property Phase II Specific Plan EI R

n. Parks and Recreation

The assessment of impacts on parks and recreation presented in Chapter 4 also applies to
Alternatives 1 and 2.

o. Transportation and Traffic

The traffic analysis found that impacts of Alternative 2 would be slightly greater than for the
project and Alternative 1, as noted below.

For the most part, however, as discussed in the transportation section of Chapter 4, the
unsatisfactory LOS levels at key Pleasanton intersections that have been forecast to occur
with the implementation of the project would exist even in the absence of the project, as well
as Alternatives 1 and 2.

Therefore, this alternatives discussion focuses on site plan issues rather than Citywide
issues.

(1) Traffic

Alternative 1

Alternative 1 is projected to generate peak hour trips equivalent to the proposed project.
The same impacts would result as are forecast to result from the project, and the same
mitigation measures would be required.

The shifting of the football/lacrosse field to a location near the cultural arts center would
shift some traffic from Pleasanton Avenue (and the Bernal Avenue/Pleasanton Avenue
intersection) to Case Avenue. This would slightly increase traffic on Case Avenue while
easing traffic volumes at the Bernal Avenue/Pleasanton Avenue intersection. The shifted
uses, however, do not generate high levels of peak hour traffic and therefore should not
result in new significant impacts.

Alternative 2

Again, overall peak hour trips would be about the same as the project, and in general the
impacts are similar. However, the relocation of the CAC and the inclusion of the ACE train
station will result in different traffic patterns from those projected for the proposed project.
Specifically, the relocation of the CAC to the center of the site near the intersection of Valley
Avenue and Pleasanton Avenue would encourage more traffic to use the intersection of
Bernal Avenue/Valley Avenue and the future intersections of Valley Avenue/Case Avenue/
junipero Street, and junipero Street/Sunol Boulevard. With the proposed mitigation
measures recommended for the cumulative plus project condition, it is likely that this
alternative would require additional mitigation at those four intersections.

178
