ALAMEDA.COUNTY,FlOODCONTROl AND
WATER CONSERVATION DISTRICT, ZONE7
lETTER OF MARCH 23, 2006

D 1 Comment:
The DEI R states (p, 87) that mitigation of the impacts of Bernal Property site
development was implemented in Phase I of the Bernal Property project through the
installation of two detention basins and that it has been determined that the Bernal
Property Phase II development will have "no adverse environmental impacts relating
to flooding or hydromodification,"

Since the adoption of the Bernal Property Phase I Specific Plan, Zone 7 has been
updating its Stream Management Master plan (SMMP), which is an update to Zone
Ts 1966 Flood Control Master Plan, To assist Zone 7 in planning for future improve-
ments to the flood control system, it is imperative that the City provide a technical
analysis to identify any impacts to the regional flood control system that may occur
downstream of the proposed project.

Response:
The comment provides context with regard to the regional flooding situation in
Arroyo de la Laguna and stresses the importance of continued collaboration between
the City and Zone 7 when any changes to the floodplain dynamics are proposed, The
City is committed to continue to work with Zone 7 on these issues,

D 2 Comment:
Clarification is requested for the capacity of the Arroyo de la Laguna to accommodate
the 100-year flood of 17,000 cubic feet per second (cfs) , The Arroyo de la Laguna
may have the capacity of at least 17,000 cfs; however, no floods have been recorded
to validate the capacity, As clarification, FEMA's 100-year flood for Arroyo de la
Laguna is 17,000 cfs while Zone Ts ultimate design flow for Arroyo de la Laguna is
currently 25,500 cfs, In addition, the area downstream of the Bernal Avenue Bridge is
currently unable to handle ultimate design flows due to the restriction of flood flows,
Zone Ts SM MP and its Master Environmental Impact Report were recently made
available for public review and the comment period extends through May 1, 2006, It
is imperative that the City continue to coordinate closely with Zone 7 regarding the
City's future plans, supporting reports, data, and information for all its flood and
storm water related improvements in order to meet regional flood protection goals
and objectives outlined in the SMMP,

25
