Response:
The City intends to continue to work closely with Zone 7 on all aspects of the project
that could affect regional flooding and flood control projects,

D 3 Comment:
In Zone Ts 2003 Well Master Plan, Zone 7 identified several potential areas, includ-
ing the Bernal Property, that can be utilized for development of new recovery wells to
keep pace with the increasing potable water demands within Zone Ts service area,
The potential impacts of constructing and operating wells on the Bernal Property
were analyzed in the Well Master Plan Environmental Impact Report (2005), and
found to not result in any significant environmental impacts, No reference was made
to Zone Ts Well Master Plan in the Bernal Property Phase II Specific Plan,

The Agency requests that the construction of one to two wells on the Bernal Property,
if needed, for water reliability be included in the "public utilities" section as a
"potentially permitted land use,"

Response:
To provide for Zone Ts ability to recover imported water stored locally in the main
groundwater basin, it is recommended that "public wells" be added to the definition
of "Public Utilities" on p, 20 of the Specific Plan,

D 4 Comment:
If Zone 7 constructs a recovery well on the Bernal Property for water supply reliability
purposes, some of the project's water supply could come from an onsite source
some of the time, The Agency requests that text on p, 92 which currently states that
groundwater would be provided from an offsite source if the project uses
groundwater for a portion of its water supply, be revised to read: "",that groundwater
could be provided either from an onsite or offsite source,"

Response:
The DEI R is hereby amended as suggested,

E. ALAMEDA COUNTY,
PUBLIC WORKSAGENCY
LETTER OF MARCH23, 2006

E 1 Comment:
The proposed project as described in the DEIR misses an opportunity to integrate
transit oriented development that would facilitate both local and regional traffic
needs, The current population trends of the City and the greater region will continue
to place increasingly significant demands on resources into the future, There is
therefore, a definite need to anticipate and consider the impacts of such demand on
the future quality of life,

Response:
Comment acknowledged,

26
