E 2 Comment:
There is a need to provide alternate modes of transportation to the Bernal Property
Site, The document emphasizes a "Grand Park design" with provisions for residen-
tial and commercial facilities but failed to clearly show the impacts of using the
existing local roads and streets to access the site, The County asserts that the Bernal
Property is the ideal and preferred location for the ACE train station for the following
reasons:

. The present ACE station was developed only as a temporary location, a permanent
facility and location is needed in the vicinity and the Bernal Property provides an
optimum location,

. It would be an easier route for residents to access the Bernal property than the
Alameda Fairgrounds from 1680/1580,

. During weekend events the ACE parking lot within the Bernal property could be
used for alternate functions since ACE is only Monday to Friday,

. It would remove noise impacts from the residential areas to an area designated to
generate and accommodate noise,

. The current temporary location of the ACE station is significantly impacted
specifically during events occurring in the fair grounds, The City is strongly urged
to reconsider relocating the ACE Station from its current location to honor its long
standing commitment.

Response:
The comment suggests ways to incorporate transit into the transportation solutions,
Any redirection of transit to the site, or shared use of parking, would reduce traffic
impacts on the road links serving the site and elsewhere on the network,

The Specific plan Transportation Element (Chapter 5) focuses on physical improve-
ments to the transportation system, but it also includes a Transit/Transportation
Systems Management Objective: "To provide alternatives to automobile reliance for
travel to and from the planning area, to accommodate public transportation, and to
minimize peak hour vehicular trips," The policies included under this objective relate
to car-and vanpooling and to bus service, It is recommended that a third policy be
added as follows:

Transportation Management Policy 3: Transit. plan specific development projects
within the Phase II Specific plan area to incorporate provisions for transit use and
other relevant measures to reduce reliance on the automobile,

E 3 Comment:
Identify the designated truck route(s) for deliveries of equipment, materials, and
supplies and the hauling of waste that will impact County roadways, A mitigation
program may need to be implemented for maintenance and safety improvements
along the roadway(s) that will be affected by the proposed truck route, In addition,
monitoring of level of service at all truck route intersections may need to be
conducted on a regular basis,

Response:
Construction traffic volumes, routes, and schedules will depend upon specific project

27
