requirements, Therefore, as projects are proposed for consideration and action, they
should be reviewed for their construction-period impacts, Such impacts should be
addressed on a project-by-project basis and procedures incorporated into the
projects to alleviate construction period effects,

It is recommended that the following policy be added to Specific plan:

Circulation System Policy 8: Manage the construction-period circulation needs of
Specific plan area projects so as to minimize adverse impacts on roadway volumes,
peak hour congestion, and the physical condition of the road network,

E 4 Comment:
Conduct a detailed traffic and circulation impact study for the project addressing, as
a minimum, these areas: County roadways that will be impacted; existing traffic
volumes; roadway and intersection capacities; level of service; pedestrians, bicyclists
and equestrians; traffic safety and accident history; and trip generation by the project,
The developer will be responsible for traffic impacts, including traffic mitigation
impact fees,

Response:
The EI R basic traffic analysis determined which roadways and intersections would be
impacted by using the City travel model to estimate the amount of project added
trips on the existing roadway system, While the City of Pleasanton does not have
specific significance criteria for roadway segments, the DEIR under Impact 0-2
(supported by level of service information provided in Appendix F) discusses the
potential effects of adding project traffic to the surrounding street system, The
proposed trail system and non-automobile circulation are discussed in general terms,
and Responses A4, A5, A9, A10, All, and A12 address pedestrian and bicycle issues
in greater detail.

E 5 Comment:
Restoration/repair of County roadways due to damage caused by construction traffic
will be required, Truck haul routes need to be designated,

Response:
See Response E3,

E 6 Comment:
Although the project site is located in Zone 7, runoff ultimately drains to the Alameda
Creek Federal Project in western Alameda County, This flood control facility is main-
tained by the Alameda County Flood Control District. The District is concerned that
augmentation in runoff from the site that may impact flow capacity in the Federal
Project and in the watercourses between the site and the Federal Project, as well as
the potential for runoff from the project to increase the rate of erosion along those
same watercourses that could cause localized damage and result in deposition of silt
in the Federal Project. There should be no augmentation in runoff quantity or dura-
tion from the project site that will adversely impact downstream drainage facilities,
The District should be involved in the review of the project hydrologic and hydraulic
models, including the design of any detention ponds that may be necessary,

28
