E 10 Comment:
A public access trail along the County's Transportation Corridor, if proposed, would
be precluded by PUC regulations,

Response:
The Specific Plan Figure 5-4 (p, 57), Major Trails and Bikeways Diagram, shows a
portion of a regional trail along the County's Transportation Corridor.

This is the alignment described in the Draft EIR on the Bernal Property Phase
Specific plan (DEIR p, 146):

SPRR Right-of-Way (Class A trail): This trail passes through historic downtown
Pleasanton, either on the Alameda County Transportation Corridor (formerly
the Southern Pacific Railroad right-of-way) or on an alternate alignment, then
follows the SPRR southerly of the downtown, alongside of the study area [the
Bernal Property] and as far south as the community ofSunol.

This alignment is illustrated in Figure 111-9 of the 1996 Pleasanton General Plan, p, 111-
39, In the event an alignment along the County's Transportation Corridor should be
precluded by PUC regulations, an alternative alignment could be considered,

E 11 Comment:
It is impossible to determine [whether] the sizes of the proposed detention basins
identified on Page 91 are sufficient to carry the runoff from the site, The ongoing
erosion of Arroyo de la Laguna is a significant concern for the County, It is also
unclear in the document how runoff from the west side of Pleasanton Avenue will be
conveyed to these basins, Please clarify,

Response:
Detention basins were designed in 2000-2001 by RJA Engineering with input from the
City as to potential future development uses of the Bernal Property, Although the
anticipated uses were not specific at that time, coefficients of runoff were assigned to
particular areas that represent potential impervious surfaces associated with develop-
ment, With the adoption of the Bernal Property Phase II Specific Plan, the City will
revalidate the design assumptions to confirm the basin sizes,

E 12 Comment:
In order to reduce the amount of sediment and other pollutants entering the creek it
is important that, during construction, controls be in place and maintained,

Response:
The DEIR (see p, 90, second paragraph) describes the methodology for addressing
potential erosion and sedimentation impacts during grading and construction, The
City is committed to complying with the NPDES construction activities General
Permit to address this potential impact,

E 13 Comment:
Biological Resources (page 59) Potentially Significant Impacts to Plant Species of
Concern does not appear to have been adequately addressed in the EIR, since there
appears to have been no recent field survey conducted to more precisely rule out

30
