Chapter 4
Environmental Setting, Impacts, and Mitigation Measures
D, Biological Resources

. Setbacks for trail and infrastructure construction shall be at least 100 feet from the
existing centerline of the Arroyo de la Laguna or at least 10 feet from the outermost
drip line of existing trees along the main channel of the Arroyo, whichever is greater,

Alternatively, the City shall consult with California Department of Fish and Game in any
areas subject to their jurisdiction prior to any proposed encroachment into a desig-
nated corridor, Replacement mitigation for impacted riparian habitat shall occur at a
2:1 ratio based on number of trees removed and acreage of habitat impacted, Monitor-
ing shall occur for a minimum offive years following mitigation plant installation,

. No land disturbance or development is proposed for (1) the dry channel east of the
Arroyo de la Laguna or (2) channel B-2-1,

With the incorporation of these measures, possible impacts on the riparian habitat of the
Phase II Specific Plan area due to construction of trails and other infrastructure would be
reduced to a less-than-significant level.

(2) Heritage Trees

Environmental Issues

Any heritage trees located on the site, potentially including street trees along Bernal Avenue,
could be affected by development permitted by the Specific Plan.

Mitigation Measures Built Into the Specific Plan

The Specific Plan requires that, Prior to the approval of a grading plan for individual sites
containing heritage trees, a Master Landscape Plan and Tree Preservation and Replacement
Plan shall prepared, These Plans shall:

. Identify trees to be retained and trees to be removed prior to, or as part of, mass site
grading,

. Retain mature oaks and sycamores when not within a road right-of-way that cannot
feasibly be modified (including oaks located between the Arroyo de la Laguna and the
dry channel),

. Investigate the possibility of salvaging mature oak or sycamore trees that must be
removed,

. Compensate for the habitat values lost due to removal of heritage trees,

Replacement of lost heritage trees will occur in suitable locations onsite concurrent
with project construction at a 5:1 ratio.12 Replacement trees will be of the same
species as the removed trees and be obtained from local (within 20 miles) sources, It
is preferable that planting be conducted using small nursery stock, such as deep pots
(2,5 x lOft,) for trees, All planting shall be done between October and January, The
replacement trees shall be installed in an environment suitable for their establishment
and growth, These trees shall be irrigated and maintained for a period of not less than
three years, The spacing of these trees shall allow development of a full, mature
canopy, Monitoring shall occur for five years following plant installation,

65
