Mr. Jost advised that a very limited amount of the road had a 20-percent grade and matched the
grade ofthe existing road going to Mr. Reznick's property. He added that it varied from
10 percent to 20 percent.

In response to an inquiry by Commissioner Maas regarding the safety of that road, Mr. lost noted
that it was not a sheer 20-percent grade and had both flat areas and steep areas.

Chairperson Arkin noted that it was difficult to get a sense of the site without a PUD.

In response to an inquiry by Commissioner Fox regarding whether it would become a public
road because of the water tank access, Mr. lost confirmed that the intent was to keep the road as
private. The City would have an easement to access the tank.

Ms. Decker requested the Commission's feedback regarding any over-arching issue or problem
with the re-a1ignment from where the Specific Plan showed it to the proposed location, which
would create an intersection at the Neal School roundabout.

Chairperson Arkin believed this created a better alignment with the roads around the school.

Ms. Decker noted that staff was supportive of this realignment because it would reduce and
minimize the impacts of crossings with respect to its use as a trail.

In response to an inquiry by Commissioner Fox regarding emergency vehicle access, Ms. Decker
confirmed that the Fire Department was comfortable with both the width and the grades ofthe
road. Two turnouts were shown on the alignment, and only one would be necessary.

Commissioner Blank did not want it to be interpreted that the Commission did not object to
two-story houses being placed anywhere on the site. Ms. Decker replied that the
PUD discussions would address that issue, including a visual analysis of each lot.

Lew Basil, St. Clair Custom Homes, noted that his staff planned to present a very detailed set of
architectural guidelines, which would then allow the seven purchasers of the lots to design a
house to their specifications, after the approval of the design guidelines. He noted there would
be specific types of architecture allowed, and any two-story homes would have to be tucked into
the hill. He invited the Commissioners to visit the site.

Commissioner Fox noted the proximity of the homes of Lots 6 and 7 to the water tank and
suggested that trees be planted in front of the fence to screen the fence. Mr. lost noted that the
City planned to plant well-established oaks on the west and east side of the tank, and that staff
was very sensitive to the neighbors' needs. He noted that the location of the tank was fairly
inflexible.

Chairperson Arkin suggested that the tank area be staked when the PUD is brought before the
Commission. Mr. Jost believed there were stakes at the site already.

EXCERPTS: PLANNING COMMISSION MEETING MINUTES, March 8, 2006
