May 1,2006

Mary L. Roberts
1666 Frog Hill Lane
Pleasanton, Ca. 94566

Re: PDR/PCUP-162, City of Pleasant on
PUD-S4, Threehand, LP/Reznick Property

1 have several concerns regarding the upcoming hearing before the Planning Commission
scheduled for May 10th.

Amendments to the Vineyard Corridor Specific Plan:
First, there should be an amendment in order to move one of the upper lots to the
lower area ofthe property. Lots 1 and 2 now abut the Vineyard Trail whereas only one lot
was indicated on the Land Use Plan. This hardly conforms to the residential
development standards on page 25 that states, "In HR areas, all home sites must be
located within the designated development areas as generally depicted on the land use
plan". The blob of 3 sites near the present home is considered a generally depicted site,
but moving one lot to the other end of a twenty acre parcel is not. Though I understand,
and concur with the relocation of that lot, I'm afraid such a broad interpretation sets a
precedent. This is not the same lot rearrangement as occurs in larger developments,
particularly as individual hillside residential lots in the Vineyard Corridor were
positioned to cause the least damage to the surrounding environment.

Second, an amendment is needed to move the EVA that is also depicted on the
land use map though I realize that it can't be constructed as shown. If it were a matter of
slightly changing the direction or the length of the EVA, I doubt that an amendment
would have to be made. However, it may have to go through different properties, thereby
triggering and amendment.
Please recall the EVA on the Hatsushi property and how closely it adhered to the
VCSP.

Fill for lots 1 and 2:
Adding approximately 16' offill to raise the level of the pads to the highest point
below the trees, then adding a two story house on top of the fill may create houses that
100m over the trail. I have talked with Mr. Basile about this concern, and it is possible
that the retaining walls and step up from the trail he suggested will ameliorate the visual
intrusion. However, I'm concerned that the fill is being used simply so the City doesn't
have to off haul it. Though one may construct two story houses on these lots, one has to
consider that the requisite photo montages may negate such. Weren't the houses on the
Chrisman property that abut the trail proposed as single story? Houses on the
De1colMardel property in Sub Area 1 are single story along Vineyard.
In addition, putting fill from the less fertile hill tops over good agricultura11and
shouldn't be allowed. The environmental consequences of doing such ought to be
considered.
