Exhibit A -Scope of Work
Hazardous Materials. New industrial and
commercial development that could occur un-
der the General Plan Update will use
hazardous materials that could expose existing
or future residents to risks. At the same time,
proposed new residential development will
increase the number of residents who could be
exposed to hazards associated with existing and
future industrial and commercial development.
For the most part, such hazards are thoroughly
regulated by the State, federal and county gov-
ernments. We will describe the types of uses
that typically use substantial amounts of haz-
ardous materials, and where such uses are
currently located (note that toxic air contami-
nants will be discussed in the air quality
chapter). Based on existing information, such
as the State's Cortese List, known contami-
nated sites and underground storage tanks will
be identified.
tives to the Preferred Plan that could avoid or
reduce the magnitude of significant and/or sig-
nificant and unavoidable impacts. At this time,
EIP will analyze three alternatives: No-
Project, and two additional plan alternatives.
The alternatives will be qualitatively analyzed
at a level of detail less than the Preferred Plan,
but with sufficient detail to allow a detailed
quantitative comparison of the impacts for
traffic, air quality, and noise based on genera-
tion factors. Each potential resource topic
shall be analyzed. Additionally, the environ-
mentally superior alternative will be based on
the analysis prepared for the three other alter-
natives. EIP will also prepare other sections
required by CEQA that focus on long-term
secondary effects. These sections include cu-
mulative _ impacts, growth-inducing effects,
unavoidable adverse effects, and irreversible
and irretrievable impacts.
We will evaluate the potential for new devel-
opment under the General Plan Update to
store, transport, use and/or generate hazardous
materials. The extent to which existing federal,
State and County laws and regulations would
protect residents and others from hazardous
materials will be discussed. Special attention
will be given to the proximity of proposed
residential uses to existing or planned industrial
uses and the placement of new industrial uses
in proximity to existing or planned residential
and other sensitive uses (e.g., schools).
We will also evaluate the potential for new de-
velopment to impede existing emergency
response or evacuation routes, or require the
provision for new routes. Furthermore, we
will assess the potential for increased or new
hazards associated with wildland fires within
the urban fringe as a result of proposed new
development.
Subtask 4.3 Alternatives and Other
Statutory CEQA Sections. EIP will work
with the City to further define CEQA alterna-
Deliverable: 9 copies of the Administrative
Draft EIR, plus one camera-ready version.
Meetings/City Involvement.• Up to two work-
ing meetings with City staff to further define
the project description, discuss methodological
approaches, potential impacts and mitigation
measures.
TASK 5: PREPARE DRAFT EIR
Purpose: To prepare and submit the Draft EIR
to the City for distribution to the public.
Discussion: EIP will meet with City staff to
receive oral and/or written comments on the
ADEIR. EIP will then make final revisions
and provide a screencheck copy of the Draft
EIR to the City prior to printing and public
circulation of the Draft EIR for agency and
public review. Based on our experience, we
expect that this period of time will involve a
high degree of interaction with City staff to
reach a mutual comfort level with the precise
wording and meaning of impacts and mitiga-
City of Pleasanton Genera(Plan Update EIR -EIP Associates
stns,
A-8
