Gary Schwagerle, 189 West Angels, objected to earlier statements regarding Measure A.
He then spoke in support of the care facility and felt it should be larger. There was discussion
regarding the number of trips on Mohr Avenue and he did not believe this project would
generate more than a 10% increase and the developer should only pay for 10% of the soundwall.
This project is something that is needed and should be approved.

Mr. Shutts indicated the residents of facilities like this seldom get visitors and there is
very little traffic except for staff and a few deliveries. The project five years ago was designed
for 70 rooms to house 90 people; the Council lowered that to ?0 occupants. That killed the
project because no lender would approve a loan. The present proposed facility will have 41
rooms and 82 maximum occupants. He did not believe that will happen because many people
want private rooms. This project is not being increased. Everyone has reviewed street parking
and approved it, and he believed that will help reduce the spccd of traffic on Mohr Avenue. He
did not believe the parking overflow would ever be used, even during holidays. This level of
care does not generate ambulances trips. It is not a convalescent hospital with skilled nursing.
His office has been on Mohr Avenue for seven years and he has not seen results of accidents,
but if that is what the records say, he would not argue the point.

Ms. Michelotti asked if the application was "up to" 80 residents. That does not require
double occupancy in all the rooms.

Mr. Shutts felt the true occupancy would be in the sixties, because many people want a
single or private room. Those that can't afford that will share.

There being no further testimony, Mayor Tarver closed the public hearing.

It was moved by Mr. Tarver, to approve the project and adding a condition that the
applicant pay for one-half of the soundwall and no parkin~ on Mohr Avenue in front of the
facility.

The motion failed for lack of a second.

Ms. Mohr did not feel this project had any obligation for a soundwail. It should go into
the capital improvement budget.

It was moved by Ms. Michelotti, seconded by Ms. Mohr, to introduce Ordinance No.
1679, approving the application of Peter Shutts, for a major modification to an approved
PUD to develop a 41-room, 82 resident, senior care facility located at 4115 Mohr Avenue,
subject to the staff conditions and recommendations.

03/19/96 -22-
