The r011 call vote was as follows:
AYES: Councilmembers Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: Councilmember Dennis
ABSTAIN: None

Item 6c
M0~ii~cation to appointment and term limits for City Commissioners. (SR95:331)

Steven Bocian presented the staff report.

Ms. Mohr asked if someone is eligible for reappointment and the Mayor wants to waive
that, would there be an opportunity to notify the Council of his intentions in case there were
three objections from Council for this reappointment.

Ms. Acosta stated the reappointment still would have to be approved by Council.

Ms. Mohr stated if the Mayor brought forward a name and it was rejected in a full public
meeting it would embarrass the applicant. She wanted to be sure the avenue is open should
there be that kind of a situation.

Mr. Bocian replied that Council had a choice if it wanted to support the waiving of the
interview proceedings.

Ms. Acosta stated this is one reasons why the Council uses the current interview process.

Mayor Tarver believed if you have someone who has served four years and wants to be
reappointed, advertising the position raises expectations that there is a seat open.

Ms. Mohr stated if the Mayor gives Council a statement of intention to waive the
interview process and it looks like there will be a problem, at least the Mayor knows that going
in. Notice of that intent seemed more courteous to whomever is involved.

Mayor Tarver stated when the announcement date is coming up he would send a notice
to the Council.

Ms. Acosta stated the current process is to advertise the vacancy for thirty days (without
prenotification of Council). She asked to limit this to those commissioners whom the Mayor
thinks he will want to interview.

Mayor Tarver did not feel this is a problem since it would only happen twice a year,
every other year.

10/03/95 -12-
