tenants will have a room, with a microwave to make a cup of coffee or small meal if desired. It
is not a convalescent home. She hoped that there will be a national effort to address the long
term needs of seniors. There should be some way to provide more of these units without using
City money. She urged Council and staff to pursue State or Federal funds for this type of
facility. She also pointed out that by the time seniors who are currently in independent living
facilities reach the point where they need assisted living, they will probably be in their late 80's
or early 90's and will occupy the assisted living facilities two to four years. This turnover keeps
the facility of benefit to the community more than the independent units which are occupied for
twenty years and are basically unavailable for that period. She looked forward to occupancy of
the new facility and becoming a model for other communities. She believed it was important for
the City to retain ownership of the land. As a member of the Housing Element Task Force, she
said that group will be before Council later this month and one of the recommendations to be
presented is to retain relationships with non-profit organizations. This is a clear example of how
difficult it is for non-profits to put together innovative housing programs. She said we need to
support that in every way we can. She hoped Bridge and the City will make it happen as soon as
possible.

William Abrams, 439 "A" Street, Hayward, Executive Director of Community Resources
for Independent Living, serving southern Alameda County, said his organization provides
services to people with disabilities, many of whom are seniors. They serve over a thousand
individuals who need assistance with daily living skills in their homes. He described the various
services offered. He believed that for most seniors, these are pleasant alternatives to what has
been seen in assisted living homes. He felt that basically these facilities are institutions. He
encouraged Council to consider other alternatives for services in the community. He referred to
the costs of this project and said the annual budget of CRIL is $600,000. He believed his
organization was a more cost effective solution to community needs. He felt serving seniors in
their homes provided a more inclusive community rather than segregating the seniors in
institutions.

Mayor Pico believed there was a need for services at all levels, from independent living
to hospitalization. CRIL provides a needed service and he respected the organization.

Mr. Campbell asked if there was a method to provide preference for Pleasanton residents
for the proposed facility?

Mr. Bocian said yes.

Mayor Pico declared the public heating closed.

It was moved by Ms. Ayala, seconded by Ms. Dennis, to approve the Land
Disposition Agreement with Bridge Housing Corporation for the planned 100-unit assisted
living facility at Sunol Boulevard and Junipero Drive.

Pleasanton City Council 11 11/06/01
Minutes
