Ms. Michelotti then referred to the northerly alignment of Stoneridge and clarified that if
it were extended to E1 Charro Road, all the turn configurations earlier described would not be
necessary.

Mr. Swirl said yes and the difference is that there would not be a bridge close to the
intersection. It would be at grade and not nearly as costly as would be necessary farther south.

Ms. Michelotti asked if the staff proposal is more northerly than what is shown on the
Specific Plan and also asked for a description of the properties across which the proposed road
would be located.

Mr. Swift said the road crosses the Standard Pacific development, Hansen/Kaiser
properties (which will be commercial/industrial with access from E1 Charro), the Staples Ranch
property, Johnson/Himsl property, and a few other developable properties to the east.

Ms. Michelotti asked if any park areas were identified?

Mr. Swift said the current Specific Plan indicates a 17 acre park (he pointed to the
location).

Ms Michelotti asked if the route of the proposed Stoneridge could be moved to
accommodate a larger park.

Mr. Swift said it is as northerly as it can be with regard to constraints for freeway access.
There are constraints to moving it farther south because of the gravel truck haul route grade
separations.

Mr. Campbell referred to the southerly route and asked how it affected the Standard
Pacific property. Would it be necessary to file an eminent domain action?

Mr. Swift said there is a condition on the PUD approval that provides for the City to
purchase the property without the need of an eminent domain action. The Specific Plan provides
a financing plan for purchase of properties. If the route changes, then the Specific Plan would
have to be changed to accommodate the shift in costs to the various properties within the
Specific Plan area. Another factor is that the Hansen/Kaiser property is not in the Specific Plan
area and the rights of way across those properties have not been acquired, which is another
reason to support the northerly alignment.

Mayor Pico reiterated that the decision at this meeting will not affect whether Stoneridge
Drive connects to E1 Charro Road, however the staff presentation seemed to confirm the intent
that it will connect to E1 Charro. He asked staff to explain how this determination will not
enhance support for the extension of Stoneridge.

Mr. Swift explained the staff report contains exhibits that do not show Stoneridge
extending to E1 Charro, but stopping at Staples Ranch (for park access). Other options show the

Pleasanton City Council 13 11/06/01
Minutes
