It was moved by Ms. Hosterman, seconded by Ms. Aynla, to f'md the project would
have a de minimus impact on wildlife, and to adopt Resolution No. 02-131, approving the
negative declaration.

The roll call vote was as follows:
AYES: Couneilmembers - Ayala, Brozosky, Campbell, Hosterman and Mayor Pieo
NOES: None
ABSENT: None
ABSTAIN: None

Ms. Hosterman agreed with staff recommendation 3a. Regarding 3b, she felt there is
now a plan and there is a need to do further investigation and discuss options and implementation
of a number of the items in the plan. She did not want a formal committee, but wanted a group
of the EAG core members, use of a staff member liaison, include a more parliamentary
procedure with minutes (similar to the Bemal Task Force), and to continue this group for two
years before the next Council review; although status reports could be given periodically within
that period. She did not think one year is not time to grapple with these issues.

Ms. McKeehan felt the only difference between staff's recommendation and Ms.
Hosterman's proposal is the two year period. Moving it from a staff advisory group to the
committee structure would provide all the parliamentary procedures suggested. The chief
concern of staffwas the concept of forming a permanent standing commission.

The Council consensus was to accept the two-year period.

Ms. Ayala felt the timing should be even shorter and suggested certain priorities be
selected to move forward.

Ms. Hosterman said there are a number of issues that could be chosen for further study.
One of them is local control. She would like a feasibility study for costs, benefits, risks, etc. She
said she would like to suggest three to five items she believed would be of particular concern to
the EAG.

Mayor Pico felt it would be more effective to adopt the staff recommendations and then
have the EAG committee come back within the next three months with a report to Council on
what they see as their priorities, rather than Council setting them.

Ms. Hosterman said there is a group of diligent core members. Now that there is a plan,
she would like to give other people an opportunity to get involved. She suggested citizens to
express their interest and for each Councilmember to appoint one member to the EAG
committee. That would keep the committee at a manageable number of sixteen members.

Pleasanton City Council 25 12/03/02
Minutes
