It was moved by Ms. Ayala, seconded by Ms. Hosterman, to adopt staff
recommendation #3a and #3b, but revision Section #2e as suggested by Mr. Brozosky, and
changing the period from one year to two years; to adopt staff recommendation g4, and
adding five members to be appointed by Council; and to adopt staff recommendation #5,
directing the Energy Committee to submit projects for the March/June 2003 City Council
priority-setting/CIP process.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Item 6e
2002 Growth Management Review. (SR 02:289)

Mr. Brozosky indicated he could participate in the review of the 2002 Growth
Management Report. However, when there are discussions of future allocations, he would have
to recuse himself because of the properties located on Vineyard Avenue.

Brian Swift presented the staffreport.

Mr. Brozosky commended staff on the report. He urged interested residents to read the
report and said it is the best document the City produces and tells everything about Pleasanton.

Ms. Ayala asked if there was a table of units approved but not built.

Mr. Swift said it was in the Growth Management Report and directed Council to the
appropriate page and briefly described the contents of the table. The only projects not reflected
are on the Busch property and the three Moreira units on Sycamore Road..

Ms. Ayala noted there had been great progress in reducing the backlog.

Mr. Swift said there are still about a thousand units and when the Ponderosa project is
added, it will be over a thousand.

Ms. Ayala commented the School District is definitely looking for money and permits
have not been pulled for any of these projects.

Mr. Swift said the table is as of January 2002 and 178 permits have been pulled since

then.

Ms. McKeehan indicated the School District has included those units with growth
management allocations in the District's cash flow charts in the appropriate years.

Pleasanton City Council 26 12/03/02
Minutes
