Mr. Campbell was perplexed by the Planning Commission recommendation of
establishing a set-aside of SO units for "net-zero energy use homes". On the roll call vote of that
motion, there was a tie so the vote did not pass, yet it is included in the recommendations.

Mr. Swift said there were a number of different straw vote motions that did not pass.
Ultimately there was a combined motion to accept the staff report and to support the concept of
adding the 50 units of net zero energy use homes.

Mayor Pico commented that most of the allocations have been utilized up to 2004. If '
there were an apa~hnent project or some other project that might have some affordahility
included, there is not much room to fit them into the growth management allocations.

Mr. Swift said there are 100 units of first-come/ftrst-served units available. The proposed
Housing Element, if adopted in January, addresses this issue and directs the City to amend the
Growth Management ordinance so Council can exempt those types of units.

Mayor Pico said that is what he was looking for and was glad it was coming forward in
the future. He felt the Planning Commission recommendation for the 50 units of net zero energy
use homes could be considered at that time as well.

Mr. Brozosky left the dais at this point.

Mayor Pico declared the public hearing open.

Bruce Torguemada, 3072 Albumi Court, felt controlled growth was extremely important.
Growth is important for a city so long as the proper infrastructure is in place to support the
growth. His concerns were infrastructure, pollution and traffic. He cited his traffic difficulties
when taking his children to and from school.

Tim Kleffman, 5073 Lynbrook Court, referred to discussions at the Planning
Commission about how much Neal School is needed. He felt there was consensus when
reviewing the demographics and traffic situation. Two of the Planning Commissioners
expressed concerns that there was not sufficient infrastructure to support some of the growth
management allocations. He thanked Council for paying so much attention to the school
situation as well as other issues in the City.

Julie Testa, 3494 Toflano Court, believed this was a great opportunity to show how
important it is to keep the whole city in balance and why something that happens at one end of
the community has such an impact on the rest of the community. She felt it was important to
understand that with added traffic from transporting children all over the community, it has a
negative impact on air quality and traffic. When looking at growth management allocations, it is
important to make certain impacts are being mitigated.

There being no further speakers, the public hearing was closed.

Mr. Campbell felt 50 units was a lot for the net zero energy use homes.

Pleasanton City Council 27 12/03/02
Minutes
