be t/ed to a permanent so/ution to the street and the traffic. The same issues will come up
in the future if it is not addressed now.

Mayor Pico asked if a solution could be accomplished in a reasonable period of
time and tied to the development of the Peterson property, would that be acceptable
alternative?

Mr. Sturdevant said it would be acceptable if there is a commitment made in an
acceptable period of time. The neighbors did not want to see the Peterson's project
approved and three years from now revisit the same situation with traffic.

Mayor Pico reminded the neighbors that the City does have the ability to exercise
the right of condemnation to force something to happen, if that is the vote of the Council.

Mr. Sturdevant understood that. The important thing is that the Singletons and
Gonsalves be approached about the use of their property. If that fails, it is understood
that the City has other alternatives.

Ms. Hosterman said it appears as though the neighborhood was happy with the
decision of the Planning Commission.

Mr. Sturdevant said they were not excited about the decision, but had resolved
themselves to it. There was not going to be a sidewalk put in and it was basically going
to stay the way it is. The neighbors were told that the sidewalk was going in
immediately. That was six years ago.

Ms. Hostennan said she understood. She felt the Planning Commission took a
remedial action that (1) Dennis Drive issue was a separate issue from the application and
should be examined separately by the City Traffic Engineering division and (2) the
widening or not widening of Dennis Drive be reviewed by the concemed neighbors and
the City Traffic Engineering division before the City Council hearing. The Planning
Commission voted 3:0 on this with Commissioner Sullivan absent and Commissioner
Arkin abstained. The project developer is required to dedicate the right of way for
Dennis Drive, but only pay the cost of its construction.

Ms. Sturdevent said it was more complicated than that. He was present when this
happened. It was very difficult to understand at the time. He felt the whole
neighborhood condition needed to be looked at with all of the factors taken into
consideration with alternatives examined. He felt the only short term remedy is the
installation of the barrier. This will force the cut through traffic onto Stoneridge.

Jay Galvin, 2638 Torrey Court, said he represented a different set of neighbors.
To his knowledge his neighbors had not been notified of the possibility of a barrier,
which would lock them out of accessing a major arterial. The 90 homes in his area do
not want their neighborhood isolated and forced to go through the Guzman cut-off. He
asked that if the PUD expands so that it impacts additional houses, that those residents be

Pleasanton City Council 15 09.02.03
Minutes
