Approval of Measure D Recycling Funds to support the Pleasanton PTA Go-
Green Initiative at various local school sites. (SR 03:252)
This matter was continued to 09.16.03.

Approved the improvement plans and Final Map for Tract 7193, Sycamore
Heights; authorized the City Manager to execute the Subdivision Agreement and
a Mass Grading Agreement for the development; and accepted all parcels of land
and easements offered for dedication on the Final Map (SR 03:256)

Vanessa Kawalhau, 871 Sycamore Road, spoke of her concerns about an
altemative plan for the $500,000 should there not be a bypass road in the Happy Valley
Specific Plan Area.

Mayor Pico stated that the $500,000 was allocated use within the Happy Valley
Specific Plan Area only and that Council took action to mark that for use only within that
area.

Mr. Roush concurred.

Ms. McKeehan stated that Council might want to emphasize this as part of the
Council vote on this item, i.e., if the bypass road does not get built, then the $500,000 can
be used for other projects within the Happy Valley Specific Area.

Motion made by Ms. Hosterman, seconded by Ms. Ayala, to amend the
approval to reflect that the $500,000 earmarked for the bypass road should be used
for other improvements in the Happy Valley area should the Happy Valley Bypass
Road not be built.

The roll call vote was as follows:
AYES: Couneilmembers - Ayala, Brozosky, Campbell, Hosterman, and

Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

5, MEETING OPEN TO THE PUBLIC

Ms. Ayala presented a City of Pleasanton commendation in honor of Shirley
McDougall and 25 years of service with the City of Pleasanton, wishing her a happy and
well-deserved retirement. Rob Wilson, Director of the Public Works, expressed his
appreciation of their partnership and her assistance. He cited her organizational skills,
high quality of work and outstanding customer service as important aspects of her
working career. Many Public Works staff members were in the audience and gave Ms.
McDougall a standing ovation.

Pleasanton City Council 3 09.02.03
Minutes
