Mayor Pico recognized newly appointed and retiring commission and committee
members and Ms. Ayala presented the three departing con~nission members, Frank
Guthrie, Economic Vitality Committee; Robert Scurria, Human Services Commission;
and Howard Seebach, Parks and Recreation Commission, with a plaque in honor of their
service. Each member expressed some final thoughts.

Mr. Pico called the names of the newly appointed and re-appointed members, who
were asked to come fonvard.

Ms. Schmiegel administered the loyalty oath and expressed congratulations to the
group.

Rachel Smith, 4682 Augustine Street, requested Council consider her point
assignment for the Affordable Housing Program. She stated some of her circumstances.
She requested the City Council to review her basis situation, and submitted a letter
detailing her circumstances.

Ms. McKeehan stated that the City was meeting with Ms. Smith again and is
planning on going over her request. She would prefer not to go into detail in public
because it would lead to a discussion of personal information. She assured the Council
that the City has been doing this for a number of years. Some of the decisions are very
difficult and individual circumstances are complicated to work through.

Brian Arkin, 3740 Newton Way, Planning Commission Chairperson, brought to
Council attention the discussion at the Planning Commission meeting regarding the
Northstar project. It was a tentative map and the Planning Commission voted no on the
item. Some of the commissioners' concern was that there were a lot of changes fi.om the
PUD. He cited details of some of the changes. He felt a proper course of action would
have been to ask for visual depictions to show the retaining wall and investigate options.
The development agreement states a certain number of lots, which he is not asking to
change. He would like to look at different options and investigate what could be done.

Mr. Campbell asked if Mr. Arkin was speaking as an individual or as a voice for
the Planning Commission and if this were the proper forum for this discussion.

Mayor Pico said it was appropriate to raise any concerns while there is an
opportunity for reconsideration. This falls within the timeline, whether the matter is
raised by a planning commissioner or an individual member of the community.

Mr. Arkin stated he was appearing as a member of the Planning Commission and
this was the first appropriate opportunity available.

There being no further speakers, Item 5, Meeting Open to the Public, was closed.

Pleasanton City Council 4 09.02.03
Minutes
