Based on history as to how this project was done, it was staff's opinion that
the City's Noise Ordinance was not the rule for the how carwash operates. Staff is
recommending that this condition be redrafted so that it specifically states that any
element of the operation of the carwash cannot make more than an instantaneous noise
of 60 dBA at the easterly property line. He noted that there is a monitoring requirement
included in this condition that is specific as to what the applicant must do on an annual
basis to test the operation of the carwash in front of the sound wall.

It was moved by Mr. Brozosky, seconded by Ms. Ayala, to clarify condition
four of the original use permit to mean noise emanating from the carwash cannot
exceed 60 dBA at the easterly property line when operating.

Pleasanton City Council 26 09/07/04
Minutes
