' ~~
~ C ~ Y.
' ~ f.
~ ~
1'hs City of Pleasanton wishes. to have an independent evaluation
of the impact of a gangs of land use alternatives on th® City'a
revenues, service costs and servics.laver standards.: This
ind~pendsnt analysis will bo incorporated into the City review
process in the formulation and evaluation of prof-act alterna-
tives.
As a result of the analysis conducted during the Annexation
Study, th® City will make a"decision regarding its willingness
to seek the Sphere change and annexation. If the City decides
to pursue this course, the.fiscal analysis developed by EPS-
wll also be used in the applications submitted to LAFCO for
amending the City's Sphere of Influence and annexe
tion/deannexation of property within the planning area.`
The results of EPS work would fall within three mayor categor-
ies:
1. Evaluation of Community services and Facilities Plans.
This component of the study will consist of, first, a
fiscal analysis evaluating the service costs and revenues
generated by the proposed alternatives. Second, and cf
equal or greater importance, the atuay wiu evaluate the
impacts of the proposed and alternative cammunity ser-
vices and facilities plan:. on the service levels and com=
munity standards of the City.. of Pleasanton as well as
assess operational fee iblity and riskjliabilty issues.
2. Evaluation of Public Facilities Financial Feasibility.
The primary responsibility far develop3nq a feasible cap-
ital financing plan rests. with. the developer. However,
to provide the City with an independent assessment, EP8
will analyze the ability of the project to support var-
ous types of financing methods-and evaluate the potential
availability of-funds against the planned phasing of
improvements.
3. Sphere Change and Annexation Applications.. If the: City
elects to proceed with the jurisdiction changes required
to approve the project, EPS will assist in the negotia-
tion of a Master Tax Sharing Agreement with Alameda
County, and is the preparation of the applications to
LAFCO required to amend the City's Sphere of Influence
and accomplish the annexatian/deannexation,of property
that `is to be moved to Pleaaanton's jurisdiction from
Hayward's.
:, .
