r r . ' ~ z ,~'~ .a~,
- ~ ; ~ -
s :~~'
~~ ~ - ..,
.The specific tasks that .will be undertaken to complete the
study are described below. The work prograa will be coor-
dinated with the GPA/Specific Plan process to reduce duplica-
tion of research efforts and'to ensures delivery of work pro-
ducts ..when they ar® needed.
TASK.1t.MARKET REVIEW
The proponent''s consultant, Keyser Marston Associates, has com-
pieted a.market study for the proposed project. We anticipate
that the proponent will make .available forecasts of project
absorption, product mix, sales prices and other relevant data
for use in the fiscal .and financial analyses.
EPS will review; the proponent's market data, then conduct rode-
pendent verification/refinement based on review of our own in-
house market data, interviews with brokers, developers and
other key informants and additional research, as necessary.
This market information will be used to forecast the timing of
development and the increases in land value `that will determine
fiscal impacts and provide the foundation of capital financing.
TASK 2: PROJECT DESCRIPTION
we will tabulate the mix and likely phasing of various: land
uses projected .under each of the Study alternatives. Estimates
of development potential will be translated into population,-
employment, retail sales and property tax projections, which
will serve as inputs to subsequent tasks related to identifying
demand for public services and projecting public revenues.
TASK 3: PUBLIC SERVICES/FACILITIES. REVIEW
EPS will compile information on existing ..City.. policies, service
standards and public facilities capacities hosed on budget doc-
uments, available reports and interviews with department heads
and other staff members. This information. will serve. as the
basis for initial'. cost estimates, and subsequent. analyses of
the feasibility 'and impacts of plan alternatives on service
levels and: community standards. Additionally, we will work
.with. staff to articulate and `confirm the `City's objectives with
regard to service levels and community standards and to roves-
tigate alternative mechanisms .for public services used in other
cities..
;~
3 ~_
~~
.,. ..
