We also will draw on work we are doing
for the Specific Plan on the San Francisco Water Department
property to make this effort more efficient.
TASK 4: ESTIMATE :FISCAL IMPACTS
EPS will use the economic and demographic projections from Task
2 as a base to estimate the fiscal impacts of the plan alterna-
tives on the City of Pleasanton. Task 4 is'divided into four
sub-tasks whf.ch separately address our analysis of current
agency, budgets, estimate of service costs,'estimate of: City
revenues and determination of fiscal impacts.
Task 41 .Analyze City of Bleasanton Budget
In this task, we will adapt Economic and Planning Systems Fis-
cal Impact Model to replicate the City of Pleasanton budget
categories.,. and wild identify..appropriate techniques for fore-
castinq each cost and revenue-.category. 'Initial forecasts of
castsand'revenues will be made using, the servicelevel stan-
lords derived in Task 3. The model`wi11 be used to refine sub-
aequent cost and revenue projections in conjunction with sup-
plementary staff interviews.
Task. 4.2 Estimate Project Service Costs.
The budget analysis conducted in Task 4.1 will focus attention
upon the City departments that will be affected by the develop-
went under each alternative. We will conduct interviews with
these departments to determine their estimates of costs for
providing services to'the Proposed Project. This effort will...
result in realistic "incremental cost" estimates.
We will. then integrate the ongoing maintenance. and operating
costa of new capital facilities into the overall estimates of
costs. We will base capital improvements and costs on
estimates provided by City staff and/or the proponent's consul-
tinq team.
