Task 4.3 Forecast-Project Revenues
Tha budget analysis in Task 4.1 will also guide development of
revenue projections. we will estimate existing revenues that
will be increased by development and®r each of the alternatives
by simulating the actual workings of revenue sources. or by
.applying "average zevenue" techniques, depending upon which is
appropriate for the given revenue item.
Property tax projections will reflect the. .assessed value added
to the'tax base by,e incremental development under each
alternative. Sales'"tax projections will reflect the 'addition
of .new retail`aapace as well as the likely increase in sales in
existing sgac,a. Other revenues will similarly be modeled in a
manner that reflects the contribution of development potential
under each alternative.
.Task 4.4 Analyze Fiscal. hpact
We_will apply the cost and revenue projections to the budget
models developed in Task 4.1. The models will produce a
projection of the annual costs and revenues generated by the
incremental development under each alternative. The<projec-
tions will be.presented: in a format (budget ins items,.;depart.-
mentsy consistent with the City's budget. We will discuss
costs in excess of revenues within specific budget units., if
there ,are any such"instances, and will recommend mitigation
...measures to reduce. potential deficits.
TASK 5: SERVICE LEVEL/COIyIIrItJNITY STANDARDS EVALUATIfJN
The fiscal analysis described above-will answer the: question,
"Will the project generate sufficient revenues to cover its
service costs?" However, it is equally important, if not more
important, to ask how the project alternatives will affect the
City#a service levels and community standards.
The 1©.,.000.-acre planning area is almost equivalent in size to
the existing .incorporated.area of Pleasanton. Yet he area is
physically and visually isolated from the rest of the City by
the steep slopes of Pleasanton Ridge. Development ot'the area
might require major changes in the service and community stare-
lords currently established in the. City.
Development of the area has important implications for
Pleasanton's ability to function as a community with consistent
standards for service delivery, risk and liability, operational

r,
