TASK -10: PREPARE SPHERE CHANGE AND,ANNEXATION APPLICATIONS AND_PARTICIPATE IN NEGOTIATIONS If, on the basis of the information developed during th® Annexation Study process, the City decides to pursue annexation of the study area. or some 'portion o! it, the City will have to formally ..apply to LAFCO'for.:.th~ jursdictional`changes. The pure©se of Task l0 will be to assist the City in the sub- mittal of the required applications and in associated negota- bona with the County. `Task l0 will consist of three separate subtasks that will run. concurrently: lj negotiation of a Master Tax Sharing Agreement with Alameda County; 2} preparation`of an application to change the Sphere of Influence boundaries. and 3) preparation of an annexation/deannexation application. Task l0.is Negotiation of Master Tax Sharing.Agreement The distribution of property. tax dollars generated within the planning area 'will. be determined by a Master Tax Sharing Agree- ment with Alameda County. The negotiation between the City and County will involve an evaluation of the likely future .service burdens of taxing agencies relative to the tax distribution that applies at the present time. Economic and Planning Sys- . tams will. prepare necessary supporting analyses and represent the City~s interests in negotiation sessions with the County. Task 10.2: Prepare Application for Sphere of Influence ..Boundary Change EPS will assist the City in the preparation of the application to amend the City's Sphere of Influence. We will prepare an analysis of alternative service delivery arrangements, consid- eying the capacities of candidate ~urisdictons,`including the City of Hayward, special districts and Alameda County, to pro- vide needed services.
