2. In-proaress Crimes/Serious Emergencies The agency which
receives the initial report of an in-progress crime or serious
emergency on the Properties shall respond in accordance with its
normal law enforcement dispatch priorities. The following
guidelines will be used in determining actual response.
a. If the City receives the initial report of an in-
progress crime or serious emergency on the Properties, its dispatch
center will immediately notify the District's dispatch center of
the emergency. The District shall assess its ability to respond
units, and shall promptly advise the City whether District units
will respond and of any likely delays. The City, in its own best
judgment, may elect to respond additional units. In such cases,
the City shall advise the District of its response to ensure proper
coordination and division of responsibilities among responding
units.
b. If the District receives the initial report of an in-
progress crime or serious emergency on the Properties, it shall
dispatch units immediately. The District shall notify the City
immediately if the emergency is especially serious, if the
District's response is likely to be delayed or insufficient to
handle the incident, or if City involvement in the emergency is
appropriate.
c. If the District's response is likely to be delayed,
the City shall dispatch units in accordance with its normal
emergency dispatch priorities. If the City is unable to respond,
its dispatch center shall notify the District immediately so that
other response alternatives may be considered. In cases where the
City is able to respond, its units shall handle and investigate the
offense in accordance with standard law enforcement procedures.
Upon the arrival of District units, jurisdiction may or may not be
retained by the City. The decision concerning retention or
transfer of jurisdiction shall be made in accordance with section
C.1, subsections a and b of this agreement.
3. Handlina Crime and Public Disorder Problems The District
shall ensure adequate on-site police coverage, especially during
periods of peak use, to handle any crime or public disorder
problems occurring on the Properties, so that problems are not
displaced to the City's jurisdiction or given insufficient
priority.
a. If it appears that District efforts require support
from the City, District supervisory or command staff shall confer
promptly with their City counterparts, brief them on the problem
and decide upon a joint strategy to abate it.
