with is where to go from here, because it feels like it is not the right house for the
property, and I do not know how you make the two of them fit together.
Chairperson Maas: I thought that one of the speakers' ideas of having the existing home in that
area and stepping a little bit of it, some creative uses of that hillside could probably solve
the problem. But, then again, if that is not the style of home that you want, then that is up
to you.
Commissioner Blank: One of the things that might help is I would like to get a total picture of
things. I would like to see every staff report, the "Heidi memo" that was alluded to,
every staff report in a binder. Remember, we were talking last night about every
operating from the same piece of data? Well, we have different versions of staff reports.
I would like to have a binder prepared, if that is possible, that has the whole history of
this thing, because in viewing that, we might see a gem or an idea that somebody has
mentioned in the past as a potential alternative that we could surface and research.
Chairperson Maas: The Specific Plan, though, incorporates all those, and basically, what has
been decided from those staff reports were all incorporated in the Specific Plan, which is
what we go by.
Commissioner Fox: I am not interested in seeing the history. I think we have this as the here
and the now, and at least my vision of what I'm supposed to do is make sure that things
are in conformance with the General Plan and the Specific Plan and not necessarily
design a house.
Chairperson Maas: I do not care for the binders.
Commissioner Fox: I do not care for the binders. All I can say is that we have had houses that
have come for approval and design guidelines of various parts in town. Some of them I
personally do not like, but as long as they are in conformance with the Specific Plan, I
generally say fine.
Chairperson Maas: But then the Specific Plan says no hilltop building.
Commissioner Pearce: I think what it is is preserving the major ridgeline, which it does not feel
like it does.
Commissioner Blank: If all our task is is to make sure that it complies with the Specific Plan,
they do not need us.
Chairperson Maas: That's true. That's why "generally" is thrown in there.
Commissioner Blank: They do not need us. So I would suggest that we need to have a broader
view, and that is why I was looking for the history, so I could have a broader view of
some of the evolution, and maybe somebody said something in the staff report in 2003
that might be insightful for us today that we might be able to apply. So, I agree with you.
21
