I-580/1-880 Connector
Fehr & Peers provided professional transportation services for the 580/680 Connector PDS/PSR that included:
project management, integration of the traffic forecast model and the traffic operations model using VISUM and
VISSIM software, and assisting in the preparation of the technical documents.
Fehr & Peers used the VISUM model prepared for the SR 84 PR/ED as the basis for generating traffic forecasts
in the Tri-Valley. Caltrans required Fehr & Peers to develop amicro-simulation traffic operations model of the 17
interchanges along I-680 and I-580 through the Tri-Valley. The model was created and calibrated using Caltrans
published requirements for traffic operations models, travel time surveys conducted by Fehr & Peers, aerial
observations, and locations of queue spillback. Models were created for the existing conditions, opening year
(2015) and 20-year (2035) conditions. The opening year and 20-year models were prepared for the no build and
build alternatives. The final product prepared by Fehr & Peers was a Traffic Operations Study documenting the
implications to traffic flows as a result of the 680/580 Connector Project.
Completed E/Rs
The following presents recent Environmental Impact Reports we have prepared in Alameda County
Whole Foods, (Oakland, CA)
Fehr & Peers prepared a transportation study for a Whole Foods store in Oakland, located at the Cox Cadillac
Site. The Site was severely constrained so Fehr & Peers assisted the Project Applicant and City Staff to develop
several alternative access plans. Critical project issues were neighborhood traffic /parking intrusion, and
intersection reconfiguration to address senior citizen needs while maintaining efficient site access for automobiles.
Fehr & Peers evaluated several loading dock configurations and ultimately worked with the Project Applicant and
the City to design a facility that could take access from Harrison Street which is a four lane divided roadway. Fehr
& Peers also wrote the transportation section to the environmental document, prepared design plans for the traffic
signal changes, and assisted the Project Applicant in working with City Staff during design and construction. The
store opened in Fall 2007.
Emeryville Marketplace Mixed Use Project, (Emeryville, CA)
Fehr & Peers prepared a transportation study for the Marketplace Mixed-use Project. The analysis evaluated 28
intersections for the weekday AM and PM peak hours and a subset of 15 intersections for the Saturday peak hour
for existing, 2010, and cumulative (2030) conditions both without and with the project. Three alternatives were
evaluated to the same level of detail as the proposed project. Site access, on-site circulation, shared parking
analysis, and congestion management agency assessments were also conducted. As this project was proposed
to be constructed in Phases and existing uses occupy the site, Fehr & Peers evaluated site access, circulation
and parking during the various construction stages to ensure convenient access was provided to the site during
all phases of construction. The EIR for this project has been certified, and the project is expected to be approved
in mid-2008.
West Berkeley Bowl, (Berkeley, CA)
Fehr & Peers prepared a transportation impact analysis for the West Berkeley Bowl to be located in Berkeley,
California. The site was located adjacent to an abandoned rail corridor and next to a residential /live-work
neighborhood. Fehr & Peers first worked with the Project Applicant and Architect to design the site, taking
advantage of the rail corridor for future bicycle and pedestrian circulation. The final site layout included a Class I
Bike Path connecting the residential neighborhood to the rail corridor along the project's frontage.
s
