Fehr & Peers then completed a transportation study for incorporation into an EIR that evaluated seven
intersections for both the weekday and weekend conditions. These intersections were evaluated under existing,
existing plus project, and cumulative (year 2030) with and without project conditions. The ACCMA analysis was
completed for several state highway segments. The site plan review was completed with specific attention to
pedestrian flow patterns; bicycle access and parking; automobile circulation and parking; and delivery truck
access.
This was a highly controversial project with a lot of community opposition from the adjacent neighborhoods, and
support from the larger community. The EIR for this project was certified, and the project is currently under
construction with expected opening in late 2008.
Kaiser Permanent Oakland Medical Center Replacement Project, (Oakland, CA)
The Kaiser Permanente Oakland Medical Center contains several buildings located near the corner of Broadway
and MacArthur Boulevard in Oakland, California. Kaiser obtained approval of a Medical Center Master Plan that
will result in replacement of a large part of the existing Medical Center and the addition of the Cancer Care
Center, new hospital tower and new parking facilities over the next 15 years. To continue to provide uninterrupted
services at the Medical Center, construction and demolition activities will be occur in three (3) phases between
2005 and 2014.
Fehr & Peers evaluated the impacts of the proposed Master Plan on the surrounding transportation system for
inclusion in the environmental impact report. A unique trip generation approach was used to determine the net-
added traffic, incorporating traffic generated by the new uses and traffic reductions due to replaced uses and
transit access to the site. Zip code data for Kaiser Staff, physicians, and members was used with Geographic
Information Systems (GIS) to determine trip distribution. Trip assignment was conducted both on macroscopic
(new trips to the site) and microscopic (changing traffic patterns within the site) scales. Changing pedestrian flows
were also evaluated as the Master Plan includes pedestrian bridges between buildings.
The transportation impacts analysis was conducted with input from City staff, to ensure that it would meet the
City's requirements. It was also conducted according to Alameda County Congestion Management Agency (CMA)
guidelines. The EIR for this project has been certified, and the first phase is under construction.
Fehr & Peers continues to work with Kaiser and City Staff to design traffic engineering elements, and coordinate
design efforts with respect to automobile, bicycle and pedestrian traffic through the area during and after
construction.
Oak to Ninth, (Oakland, CA)
Fehr & Peers studied the impacts on the transportation network for the Oak to Ninth Project in Oakland,
California. The project is a mixed-use consisting of 3,100 dwelling units and 200,000 square feet of commercial
space along the Oakland Estuary. Fehr & Peers worked with the Project Applicant, the Architect, and the City to
develop a street grid system to accommodate the project's traffic. Coordination with Caltrans was necessary
because to project access roads were proposed opposite Caltrans freeway ramps. A traffic and railroad
simulation model was required to assess the project's traffic impact at an active at-grade rail crossing.
An environmental impact report (EIR) was prepared for the project. Fehr R Peers prepared the traffic analysis for
this study which addressed the components of a multi-modal transportation network across multiple scenarios
including Existing, 2010, and 2025 with and without project traffic. The analysis included a study of project
impacts on 52 intersections and freeway sections. The analysis assessed transit impacts, construction traffic
impacts, a review of the project design, and parking. Impacts were assessed using the significance criteria
s
