Fehr & Peers prepared traffic calming guidelines
for the City of Stockton. Work products included a
Neighborhood Traffic Management Program
document, development of a website to facilitate
public outreach, and a training manual to assist
staff in implementing traffic calming plans and
design standards for new residential streets. Fehr
& Peers neighborhood traffic management program
for the City of Stockton included preparation of
three documents:
• Traffic Calming Guidelines that established
a process for neighborhoods to request
traffic calming measures and a toolbox of
acceptable traffic calming measures.
• Street Design Standards that replaced the
City's previous standards with narrower street width requirements that included additional design
elements such as landscape strips, roundabouts, and traffic circles.
• Pedestrian Safety and Crosswalk Installation Guidelines, focusing on the installation of marked
crosswalks at controlled and uncontrolled locations.
Pleasant Hill BART Transit Village (Pleasant Hill)
Fehr & Peers assisted during the charrette process and provided transportation planning and traffic engineering
design services for the final plan of the Pleasant Hill BART Transit Village in Contra Costa County. BART and the
County Redevelopment Agency worked with a developer to provide gland-use plan for development on the BART
property, including the surtace parking lot.
The land-use plan resulting from the charrette process and refined in the final plan includes residential, office, and
retail uses. The existing parking garage will be enlarged to replace spaces on the surtace lot. Fehr & Peers
worked with the architects and designers by evaluating the many iterations of the plan regarding parking, site
access, and circulation (for vehicles, pedestrians, and bicyclists) and reviewing previous traffic studies for
roadways in the area.
Fehr & Peers then worked with the County, transit agencies, and developer team to refine the transportation
system serving the site including truck, bus, and emergency vehicle turning analysis, parking layout, transit stop
design, road and parking layouts, and plans specifications and estimates for traffic signal modifications.
Pittsburg Local Traffic Mitigation Fee Update
Fehr & Peers assisted the City of Pittsburg to complete a major update of the City's local traffic impact fee
program. The program update involved establishing a list of capital improvement projects, preparing cost
estimates for the projects, identifying existing deficiencies, and establishing a nexus between local growth and
new traffic demands. Fehr & Peers ran the regional travel model to estimate the amount of non-local traffic using
city streets and deducted the proportional cost from the fee program. In addition, the updated program had to be
set up to be complementary with the East Contra Costa regional traffic impact fee program. -There were several
meetings with the City Council to discuss fee program options and an updated program was eventually adopted.
Stockton Traffic Calming (Stockton)
