Commissioner Kumazan stated that he feels the proposed driveway is too close to Mr. Ferguson's home.
He agrees with Commissioner Barker that some additional landscaping and/or other type of calming
device should be included in order to mitigate the sound and pollution problems for Mr. Ferguson. He
will support the application with the conditions noted above.
Commissioner Wright stated that he agrees with Reverend Danielson's position relating to the trash
enclosure and feels that staffs Condition 72 should be deleted. With regazd to Saturday hours, he
supports staff recommendation for a Monday through Friday scheduled, specifically excluding Saturday
hours. A brief discussion was held regarding Saturday hours. Reverend Danielson stated that he would
only anticipate the need for Saturday hours if the project were behind schedule. In addition, he stated
that indoor construction on Saturdays would probably not be disturbing to any of the neighbors.
Chair Cooper stated that he does not believe that trees are any more of a danger on a playground than
playground equipment and suggests including the trees in the pazking lot since it will be a while before
the school is built. However, he agrees to use asphalt curbing which can be more easily removed, if
necessary. With regard to the lighting, he stated that a few of the lights should be left on during the
night for safety reasons. However, he agrees that the rest of the lights should be on a timer and turned
off at a reasonable hour.
In addition, Chair Cooper agreed with Mr. Friends that Armstrong and Eilene Streets should be included
in the traffic monitoring. He also stated that he agrees with the applicant that a trash cover should not be
required for the existing trash area, but he does recommend a cover for the new trash azea.
- Chair Cooper also agrees that there will be a lot of additional traffic that will affect Mr. Ferguson and
that additional landscaping and calming devices should be provided to mitigate his impact. He
specifically requested that the Condition be modified to include that suggestion. He also feels that the
driveway should be moved as far north as possible. He further noted that he prefers that construction
take place on Monday through Friday only, and that Saturday hours be considered only in an emergency
situation. However, he agrees with Reverend Danielson that indoor construction on Saturdays will have
minimal, if any, impact on the neighbors.
Chair Cooper would also like for the City Council to allocate funding as soon as possible for the
improvements on Stoneridge Drive. In summary, he stated that he is impressed with the design and feels
the church and school will be a wonderful asset to the community, and he would like the project to move
forward.
Commissioner Dove recommended that staff contact the neighbors surrounding St. Augustine Parish to
find out the impact from their entrance driveway. He stated that he believes the driveway is not more
than 25 feet from any property line. Mr. Iserson agreed to do so.
A motion was made by Commissioner Barker, seconded by Commissioner Kumaran,
recommending approval of Z-97-310, subject to the conditions listed in Exhibit "B", except with
the following Condition amendments:
Planning Commission Page 15 February 25, 1998
