The proposed tutoring program emphasizes a Chinese cuitural experience offering classes in
both Chinese and English. The program will also provide tutoring for help with homework.
Although emphasizing in the Chinese language, the program is open to the general public.
Students enrolled in the proposed program would primarily be from nearby elementary schools
in Pleasanton. Children are expected to be dropped off by their parents/guardians and be picked
up at the end of the day.
The after-school tutoring program would shaze the building's south entrance and the entry area
with the daycare program.
IV. ANALYSIS
Conditional uses are uses that, by their nature, require individual review to ensure that impacts
associated with their use will be minimal. Conditional use permits may be subject to appropriate
conditions to ensure that any potential adverse impacts associated with the use will be mitigated.
Land Use
The subject site is zoned Planned Unit Development -Industrial (PUD-I). As previously
mentioned, the proposal is to include the after-school tutoring program into an existing after-
school daycare program. Therefore, if the requested use permit were granted, the after-school
tutoring program would become a part of the church's operation, and it would become part of
the approved PUD development plan.
One of the primary concerns in reviewing a conditional use permit application is the effect of the
proposed use on surrounding uses. As stated earlier, the subject site is surrounded by
commercial/office/light industrial uses to the east and south, and residential uses to the north and
west, across from Stoneridge Drive and Santa Rita Road.
Staff is unaware of any land use problems associated with the Pleasanton Community Church
during the past 17 years of operation at the subject site. The church currently has a Sunday
school program, evening bible sessions, and the after-school daycare program. These programs
have been operated without any apparent adverse impacts on the businesses within the same
office center, or upon the businesses and residents in the surrounding area. Given that all
activities would be held inside the building, and that with limited enrollment and operation
hours, the proposed use is not expected to generate any significant impacts to other businesses
either in the same office center or in the surrounding areas, if operated in a similar manner.
Additionally, the Santa Rita Office Center Owners Association has unanimously supported the
proposed after-school tutoring program.
Case No. PCUP-143 Planning Commission
Page - 3 -
