Noise
The subject office complex is located on the soul:heast corner of Stoneridge Drive and Santa Rita
Road. The nearest residences are located approximately 350 feet east of the church's education
building at 4455 Stoneridge Drive, sepazated by a pakking lot, Santa Rita Road, and the Alameda
County Transportation Comdor. The neazest residence to the north is approximately 500 feet
from the subject building and is separated by Stoneridge Drive and other office buildings. Noise
impacts to these residences will not be an issue since all activities would occur indoors and since
the operation of the tutoring would be limited to late afternoon hours. At the tutoring program,
children would be working on homework and/or on structured activities thus, no extensively
"noisy" activities would occur during the program hours. In addition, the parents and children
would be entering the building through the southern building entrance, which is further away
from other buildings in the same office center. No outdoor activities are being proposed: Based
on the applicant's description of classroom instructions and activities and a site visit to the
subject location, staff believes that it is unlikely that the noise generated from the after school
activities would impact the businesses in the same office center or adjacent businesses.
Staff has included a "standazd" use permit condition of approval on the project that allows the
City to review the project again to add mitigating conditions should any future complaints
regarding noise levels occur. Such condition could) include requiring soundproofing, reducing
the number of students, etc.
Parking and Circulation
The Pleasanton Municipal Code requires that an office use provide parking at a ratio of one
parking space for every 300 square feet of gross floor area. The Santa Rita Office Center
contains approximately 55,000 square feet in floor area (nine buildings) and provides a total of
223 parking spaces (184 parking spaces are required by the parking ordinance). The site is
consistent with the parking requirement.
The existing after-school daycare program has three; staff members and the proposed tutoring
program would have four teachers. Thus, a total of :;even spaces would be occupied by staff for
the after-school programs at the Pleasanton Community Church. The existing daycare program
currently picks up children from schools, thus, no additional parking spaces would be occupied
by the daycare program parents until pickup time.
The proposed tutoring program has a maximum of 25 students. As previously mentioned,
students attending the tutoring program would be from nearby Pleasanton schools, most likely
parents would arrange carpools for the students. Estimated at a conservative two children per
Case No. PCUP-]43 Planning Commission
Page - 4 -
